Klungkung Civil Service Police Take Action Against “Manusia Silver” Activity on IB Mantra Bypass

Following a public report received at the beginning of 2026, on Thursday, January 1, 2026, regarding the presence of individuals known as “manusia silver” along the Prof. Dr. Ida Bagus Mantra Bypass, the Klungkung Regency Civil Service Police and Firefighters Unit promptly carried out enforcement actions.

Acting on instructions from the Head of the Klungkung Civil Service Police and Firefighters Unit, Dewa Putu Suwarbawa, S.H., M.A.P., the Division of Public Order and Community Protection assigned a patrol team to conduct an on-site inspection and take immediate enforcement measures should any violations be found.

At approximately 12:30 p.m. Central Indonesia Time (WITA), the patrol team led by Team Commander I Wayan Sumastika, S.H., along with team members, conducted field operations at the reported location. During the operation, officers found two individuals engaging in “manusia silver” activities. Both individuals were subject to enforcement actions, including control measures, data collection, and guidance. One individual was successfully secured, while the other managed to flee the scene.

Based on identity verification, the individual who was secured was confirmed to originate from South Sumatra Province. The person concerned was subsequently provided with guidance and counseling to prevent the recurrence of similar activities in the future.

This enforcement action was carried out in accordance with Klungkung Regional Regulation Number 2 of 2014 on Public Order, particularly Article 28 paragraphs (1) and (2), which regulate and prohibit activities related to giving and/or requesting donations, begging, and busking in public areas.

This operation reflects the firm commitment of the Klungkung Government, through the Civil Service Police and Firefighters Unit, to maintaining public order and ensuring that Klungkung Regency remains clean, orderly, and free from the presence of beggars and vagrants.
